Gasoline and crude oil prices climb slightly

Gasoline prices are still climbing but some relief may be in sight by Tax Day.

The national average rose about half a cent to $3.93 per gallon on Friday. That's only about a nickel less than last year's high of $3.98 a gallon, reached in May.

Analysts think pump prices will top $4 a gallon nationally within the next couple of weeks and then start falling because of ample supplies and weakening demand.

In addition oil prices have leveled off on signs that the U.S. and other countries could soon release some emergency reserves to keep prices from rising.

Benchmark U.S. oil rose 65 cents to $103.43 per barrel in New York Friday, while Brent crude rose 77 cents to $123.16 per barrel in London.

Thrift stores are the cheapest places to buy clothes, but selection can be limited.? Next stop: consignment and outlet stores.

While thrift stores and secondhand stores are my first line of defense when it comes to new clothes, I don?t always find what I need there. I?m very tall with a long upper torso, which means that a lot of shirts just don?t fit me well. They?re either cut for someone who weighs a lot more than I do or they simply aren?t long enough to the point that they reveal my lower back when I?m just standing normally. Neither of these things are really acceptable, so I have to be fairly careful when buying clothes.

There are similar sizing issues for our children. They each have my relatively long torso, which means that children?s sizes sometimes fit them well and sometimes do not. As is the case with me, we have to be a little selective in the clothes we buy them lest they look comically baggy or too short.

If we?ve had a dry run with Goodwill and other highly discounted secondhand shops, we?ll often move up to the next level, which is a little more expensive but adds a lot of options: consignment shops and outlet stores. We use consignment shops and outlet stores primarily as a follow up to stores like Goodwill. In general, prices are higher at consignment and outlet stores than at Goodwill, but it?s easier to find items that match what you?re looking for.

Let?s clarify what exactly we?re talking about here first. Outlet stores typically are an outlet for a particular clothing factory or clothing brand. Usually (and I?ll discuss this more below), they sell slightly flawed versions of normal items ? something isn?t stitched right, something has a minor flaw, something has a hole, or something else like that. Because of that flaw, they can?t sell it at normal price, but the flaw isn?t bad enough to make it unusable, and that?s what an outlet store is for. They?ll sell items with minor flaws that are otherwise normal for a discount price.

Consignment shops are typically where high-quality used items are sold on a per-item basis. Usually, someone has a nice wardrobe, takes it to a consignment shop, and the consignment shop picks which items they think will sell. The sale price of the item is split between the shop and the person who contributed the item.

Here are a few tips.

For starters, some outlet stores have the same prices as normal stores ? they just put the word ?outlet? on the sign to get customers in the door. Sarah and I experienced this firsthand very recently when we visited an outlet center only to discover that most of the stores in the outlet center were barely discounting their prices and seemed to be selling the usual things that would be sold in one of that brand?s normal stores.

Don?t simply trust that a store has bargains just because it says ?outlet? on the window. Come equipped with a sense of what the items should actually cost (and don?t be afraid to use any mobile devices you might have to check). If the prices aren?t a bargain, don?t buy.

Consignment shops are generally a good place to look for nicer, dressier clothes. My general experience has been that consignment stores generally don?t bother with items that aren?t pretty nice, though the policies tend to vary from consignment shop to consignment shop. I?ll utilize these as part of my search if I?m looking for nicer clothes for special occasions, but for ordinary wear, I rarely find good items in consignment shops.

In other words, if you?re trying to find a good price on a great dress or a suit, a consignment shop that sells clothing would be a good place to look for a bargain, though, as I mentioned above, consignment policies do vary.

As always, be selective. Just because something is on sale or has a really low price does not mean you have to buy it. Never shop for clothes unless you have a genuine need for clothes or see that need coming in the near future.

For us, consignment shops and true outlet stores are a great place to look for clothes if other resources (clothes swaps, Goodwill, and so on) don?t pan out. The prices are still usually very good for what you find and you?ll often come home with some quality items.

The Cooper siblings are an entertaining bunch. They are a duo and perform around town. Dave Cooper is twenty-seven, and he can play guitar, drums and piano, but he usually just flits between drums and piano. Rebekah Cooper is twenty-three. She sings and can play guitar and piano. Bek also writes most of their songs. They aren't famous but are well known. Jasmine Wilkinson (age = 27), is a problem. She's dramatic, she's a bitch and selfish. So of course she wants to make everything about herself and not her boyfriend, Dave. And defiently not Bek. Jasmine, loathes Bek and takes every opportunity to frustrate the younger girl. Afterall, what's fun if you can't do that? Rebekah doesn't have a boyfriend. However, there is James (25). They've been best friends since she was two and he was four. They are very cuddly and Bek really adores her best friend. But James does more then that. He is crushing on Bek really bad. She just doesn't see it. They are pretty lovey dovey, and he is always cuddling her and tickling her because she is super tickilish, she just thinks he is being a sweet friend.

Analysis: Dow court case pushes limit of R&D tax credit

WASHINGTON/NEW YORK (Reuters) - Dow Chemical Co is challenging the U.S. Internal Revenue Service in a rare court case over expanding the research and development tax credit to cover the costs of supplies used to improve the ways existing products are made.

Oral arguments are set for Thursday at the 2nd U.S. Circuit Court of Appeals in New York in a case that pits Union Carbide, a wholly owned subsidiary of Dow , against the IRS.

A win for Dow would widen the scope of the R&D credit - a mainstay of the corporate tax code that costs U.S. taxpayers roughly $7 billion a year - at a time when corporate tax breaks, in general, are under scrutiny in Washington.

As lawmakers grapple with the enormous U.S. budget deficit and a tax code riddled with loopholes, the R&D credit continues to enjoy broad political support, but it has critics.

Far from being just about lab coats and microscopes, the credit today is part of the economic mainstream. It can be claimed by all sorts of companies, from chicken farmers and fast-food packagers to brewers and wineries, according to the many tax consulting shops that promote it to the private sector.

Since its creation in 1981, the credit has helped support basic research. But detractors say it has become a costly corporate hand-out, too broadly claimed, that does little to further the goal of driving more U.S. R&D hiring and investment.

Dow is arguing that traditional manufacturers with older but popular products - it produces ethylene, a basic chemical used to make plastics - deserve the credit just as much as high-tech companies creating the next big cellphone or cancer drug.

The IRS is arguing, according to court documents, that to allow the R&D credit to be claimed as Dow wants "would transform the research credit into a manufacturing subsidy."

Dow disputes this, arguing that availability of the R&D credit "should not hinge on whether a product or process improvement is the desired outcome," Dow spokesman Greg Baldwin said. "This distinction is not supported by the Internal Revenue Code, applicable Treasury regulations or legislative history."

STRETCHING THE CREDIT

Under current law, the R&D credit is typically claimed to cover research labor costs. Widening it to manufacturing process improvements would lift profits, but raise taxpayers' costs.

The IRS, which won an earlier round in the case at the Tax Court level, argues that Dow should not get the credit simply for streamlining the way it makes an existing product.

The case involves process improvements that were researched in 1994 and 1995. Dow wants to apply the credit retroactively to the cost of the work. One improvement was an experimental, cost-cutting method to make polyethylene resin for dry cleaning bags with fewer materials. Using the new process, Dow sold enough resin to customers to make 125 million dry cleaning bags.

With less than $8 million in R&D claims in dispute, Dow's lawsuit is about setting a precedent, tax professionals said, adding Dow has a strong argument as the R&D law is so broad.

"The government ought to lose because they've got a real problem with the statutory language," said Roseann Cutrone, a counsel with law firm Skadden Arps Slate Meagher & Flom LLP.

Dow, like many manufacturers, says the government needs to offer stronger tax incentives to businesses to keep research centers and manufacturing plants from moving offshore.

Dow is "looking for some of these process improvements in an effort to save money," said Jeffrey Stafford, a chemical industry analyst with Morningstar. "To be getting a tax credit on top of that would seem to me like gravy."

The U.S. Chamber of Commerce, the country's largest lobbying group for businesses and other industry groups, backs Dow.

The IRS has tagged the R&D tax credit a high risk audit concern due to frequent abuses.

"The credit is a big waste of money," said Calvin Johnson, a law professor at the University of Texas, who favors dumping the present credit for one that defines research more specifically.

PERMANENTLY TEMPORARY?

In some ways, the Dow case illustrates the controversy around the R&D credit, which has become maddeningly complex.

Never enacted as a permanent provision of the tax code, the credit has always been "temporary," requiring Congress to extend it 14 times in its 31-year lifespan.

This is frustrating to businesses that need to plan for the future. The credit expired again at the end of 2011, but Congress is expected to renew it again retroactively after the November elections for the presidency and Congress.

Dow Chief Executive Andrew Liveris has said the United States should mimic countries with higher R&D credits, including his native Australia, which reimburses R&D costs at 125 percent.

Michigan-based Dow recently opened a research center for light-emitting diode display technologies in South Korea, where the government reimburses 100 percent of R&D costs.

Many companies - Dow included - favor putting manufacturing plants near research centers and actively shop the globe for countries willing to subsidize operations.

In a theme echoed in Dow's lawsuit against the IRS, Liveris has argued that R&D is integrally linked to production.

"Engineers on the factory floor are more likely to notice potential areas where a product can be improved," he wrote.

EDGING TOWARD TAX REFORM

Tax breaks of all sorts are being questioned in Washington as Congress - despite its present paralysis - edges closer to overhauling the tax code for the first time in 25 years.

The R&D credit enjoys bipartisan support and President Barack Obama has repeatedly called for making it stronger.

Senator Orrin Hatch, the top Republican on the Senate Finance Committee, told Reuters he had no doubts the credit is "beneficial for innovative companies."

At the same time, Hatch said: "We need to work on the language of the research and development tax credit."

The R&D credit is a big-ticket lobbying cause on Capitol Hill. Mentions of a U.S. House of Representatives bill to expand and make permanent the R&D credit showed up in more lobbying reports than any other legislation, according to public records.

Microsoft Corp is the top U.S. research spender, with a $9 billion R&D budget in fiscal 2011. The software company spent $7.3 million on congressional lobbying in 2011. Its top goal, unrealized, was making the R&D credit permanent.

Congress waited until the last days of 2010 to extend the credit last time and likely will do the same this year.

About two-thirds of the manufacturing sector's R&D credit claims are made to cover wage expenses. Dow's case involves the supplies portion of the credit, or 20 percent of claims. Computer and contracting costs make up the rest.

"It was abusive on the part of Union Carbide to take the credit on everything that they delivered to customers," said Michael Solomon, a tax lawyer at Fenwick & West LLP, who has argued R&D claims on behalf of General Electric Co and General Motors Co . "A supply is something that is consumed in research, not delivered to a customer."

The cost to taxpayers of the R&D credit will likely continue to rise if Dow wins its suit against the IRS, said Annette Nellen, a tax professor at San Jose State University.

"Maybe more people will go back and file amended returns to see if there are supplies they overlooked," she added.

A one-way street for light

ScienceDaily (Mar. 22, 2012) ? Transistors, resistors, capacitors, and diodes. All of these are examples of common electrical circuit elements that can be found on a computer motherboard, for instance. Billions of transistors make up a processor, with each one being less than 100 nanometers in size. This is more than 10 times smaller than the diameter of a blood cell.

Electrons carry information over tiny distances in computer circuitry. Photons are commonly used to carry information over kilometer distances. Scientists are currently developing micron-scale optical devices to either replace or be compatible with their electronic counterparts.

Researchers from JQI and the Institute for Quantum Optics and Quantum Information (IQOQI) propose using ring resonators to construct a micro-optical diode. The technology is silicon-on-insulator, making it compatible with the CMOS (complementary metal-oxide-semiconductor) fabrication processes underlying today's computer circuits. Recently, other researchers have proposed and/or demonstrated optical technology to achieve this goal. This new approach, appearing this week in Optics Express, has the advantage of being suitable for quantum information as it works with single photons.

Electrical elements called diodes are one-way streets for current, blocking backwards-moving electrons from passage. This property is called non-reciprocity. In optics, one-way travel for photons is typically created by using what's known as Faraday rotation. Here, a large magnetic field interacts with a crystal (i.e. yttrium iron garnet) such that light waves passing through the material get their polarization rotated. Polarization can be thought of as an orientation of the traveling light waves. For instance, polarized sunglasses can shield your eyes from light having certain orientations.

In this magnetic optical diode, light hits a polarizing element, which filters all but one type of wave orientation. Next, the waves travel through the magneto-optic material, which rotates the waves' polarization (faraday rotation). Now if that wave is reflected backwards, it is again rotated by the magneto-optic crystal. This reflected wave does not have the correct orientation to pass through the polarizer and is blocked. Thus an optical diode is achieved.

Optical isolation is used to protect lasers from damage due to reflected light. Tools for isolating light is also important for signal processing.

Scaling down this device to fit onto microelectronic chips is challenging due to the sizable magnetic field and difficulty integrating the magneto-optic crystals onto chips. However, Faraday rotation is not the only way to cause non-reciprocal behavior.

These researchers propose an opto-mechanical diode that works as follows. An optical pathway, called a waveguide, is connected to an opto-mechanical resonator that looks like a pedestal.

The waveguide is the optical analog of a length of current-carrying wire. The mechanical resonator is the tool that will be manipulated to cause diode-behavior in the waveguide. Ring-shaped resonators act like a drum -- they have a cavity in which light can bounce around, as well as floppiness. Like a timpani, the microring can vibrate in different ways. Here the scientists are interested in using the light circulating inside the cavity to make the resonator breathe radially.

Light from either direction can travel along the waveguide, and, depending on its' wavelength, will be absorbed or transmitted by the ring resonator.

Suppose that the light has the right frequency to both enter the resonator and excite its breathing motion. The vibrational motion is like a wave and will interfere with the light wave inside the resonator. But this is true whether the light travels right or left in the waveguide -- the passage of light is still reciprocal. This is not an optical diode and, without modification, the light from either direction is only slightly affected by the vibrations.

To force the photons to travel one-way, the researchers propose to inject intense light (called a "pump") into one of the resonator pathways (here the clockwise path). The pump light enhances the clockwise-moving light's influence on the breathing. Now the vibrations are strong enough that the light is modulated. The result is that, at certain wavelengths, the clockwise light (light from the left) will transmit through the waveguide. However, light that travels counterclockwise does not excite vibrations and is still absorbed or blocked by the resonator. This is an optical diode.

This system has an advantage over the macroscopic faraday rotator -- it can be easily switched on and off by adjusting the optical beam.

Depending on the parameters, the non-reciprocity can be manifested on the phase, instead of in the transmission/absorption through the waveguide. When waves travel through either pathway, they can be completely transmitted, but are imprinted with a phase. Phase can be thought of in terms of a time delay. For instance, when scientists look at the incoming wave and outgoing wave of a resonator, the intensity can be the same, but one wave may be shifted in time compared to the other.

The phase will be different depending on whether the light strongly excites vibrations. In this scheme, the clockwise moving light will acquire a different phase shift than the counterclockwise moving light.

Recently, other groups have proposed and demonstrated all-optical diodes. But this optical isolator can also work with single photons, in the quantum limit.

Author Mohammad Hafezi explains that, "Wave interference (here acoustic vibrations interfering with light waves) is non-quantum. But, scientists can cool micro-resonators to a temperature where quantum effects emerge."

Additionally, researchers potentially can use an array of these micro-resonator diodes for simulating quantum many-body systems.

Hafezi describes the versatility of this proposal, "The outlook of this is an optical isolator that can be used on-chip, which is useful for photonics. On the other hand, it can be used as a non-reciprocal phase shifter so we can explore quantum Hall physics. We can exploit the non-linearity and non-reciprocity at the same time to simulate different quantum phenomena."

Affordable Care Act heads to Supreme Court - Business Weekly ...

Arguments on the sweeping health care reform measure will begin this week

Whether Americans can be compelled by the government to obtain health insurance may be decided by the U.S. Supreme Court in June.

Arguments on one of the key provisions of the federal health care reform law, the individual mandate, will be heard by the high court over three days later this month.

Meanwhile, Berks County business owners and human resource executives are attending seminars and reading regulations as they gird for the rollout of the law, knowing full well all or part of the plan could be overturned before it ever takes effect.

?We?re continually reviewing what?s coming out of Washington,? said Mark Thomas, vice president for human resources at Reading Hospital, the county?s largest employer. ?Things are still a little vague.?

And the hospital has to look at the Patient Protection and Affordable Care Act from the consumer and provider standpoints.

?As a health care provider we?re concerned about the impact on reimbursements, access to care,? Thomas said. ?There are going to be a lot more people (an estimated 32 million) who will become eligible for coverage.?

Since it became law in 2010, Thomas said, the Affordable Care Act has been a continous learning process.

?I?m going to a workshop on it this week,? Thomas said. ?I?m not sitting here doing nothing, but I don?t want to overreact either.?

Beginning in 2014, employers who provide health insurance for their employees will receive up to 50 percent in tax credits for the amount they spend on medical insurance.

Employers who don?t provide health care coverage will have to pay a fine for every employee they don?t cover. Will Berks County business owners buy the insurance, or would it be cheaper to pay the fine?

The Obama administration stated that elements of the plan already in place require insurance companies to cover preventive care that had required a fee or co-pay. Last year, for example, 235,820 Pennsylvanians saved $156 million in services they had to pay for in 2010.

Detractors of the sweeping federal law, including the attorneys general of 26 states and several federal appellate courts, have asked the Supreme Court to rule the law unconstitutional. Other appellate court rulings have upheld the law.

Robert McDonough, vice president for human resources at Redner?s Warehouse Markets, said he has been watching developments in the national health care plan, but the company hasn?t taken any steps to change its employment practices to date. He said the feature of the Affordable Care Act that concerns employers is a requirement to provide health care coverage to any employee who works an average of 30 hours per week in any month of the preceding year. If the employer does not provide health insurance, it faces a fine.

?Some of the HR people that I have spoken to have indicated it would probably be less expensive to pay a fine of $2,000 or $3,000 than provide health coverage that might cost five times that,? McDonough said. ?It would just make more sense to pay the fine.?

McDonough said he thinks the administration would have to increase the fines or make other changes; otherwise, employers would simply pay the fines. Uninsured individuals then would be assigned to a government-funded health care exchange. However, if the fines don?t cover the cost of providing health coverage, the government would lose money.

?The question then becomes: Where are they getting the money, and who ends up paying the difference for these folks?? McDonough asked.

Redner?s provides full health care coverage to its full-time employees who work at least 40 hours per week.

If the company in 2014 is compelled to provide health insurance for employees working 30 hours a week, it might then make more sense to hire two employees to work 20 hours per week to avoid the insurance requirement, McDonough said.

Then again, the definition of an employee, including the minimum number of hours to qualify for insurance, could change between now and 2014.

?As of today, we?ve made no changes,? McDonough said.

If you have up to 25 employees with average wages below $50,000, and provide health insurance, you may qualify for a small-business tax credit of up to 35 percent

Employers that provide health insurance to retirees ages 55-64 now can get financial help through the Early Retiree Reinsurance Program.

Starting in 2014, the small-business tax credit goes up to 50 percent.

In 2014, small businesses can shop for lower-priced plans in an Affordable Insurance Exchange, which will offer all Americans the same insurance coverages available to members of Congress.

Employers with fewer than 50 employees are exempt from fines if their employees get tax credits through an exchange.

Director heads for deepest dive

Before he set off for the Mariana trench, James Cameron told the BBC's Rebecca Morelle why he was risking it all to make the dive

Hollywood director James Cameron may be close to making a dive to the deepest place on Earth.

In a one-man submarine, he plans to dive 11km (seven miles) down beneath the waves to the bottom of the Mariana Trench, in the western Pacific.

There has only ever been one dive there, and that was half a century ago.

Mr Cameron and his team have set sail to reach the trench and are now waiting for a clear stretch of weather to begin the dive.

The BBC met up with the director in Guam, just before he set out for the high seas. This tiny tropical island is the nearest major landmass to the Mariana Trench - the focus of Mr Cameron's ambition.

In the balmy heat, the team was making last-minute preparations for this journey to the deepest depth in the seas.

The Abyss and Titanic director has had a long-standing obsession with the oceans, but now he has created for himself the ultimate part.

In a prototype submarine, called the Deepsea Challenger, that fits just one person, he plans to make the first manned mission to the bottom of the trench for 50 years.

He says he came up with the idea while he was using submersibles to film a documentary on the wreck of the Bismarck, a German battleship that lies 4,800m (17,500ft) underwater.

"I started to think about what would it take to go deeper, what would it take to go to full ocean depth - that was kind of the holy grail from an engineering standpoint," he told BBC News.

"So you start 'noodling' up designs, and thinking how it would be possible and what would it take. And then there is suddenly this moment that seems to transpire with no transition where you are suddenly doing it."

He adds: "I seem to have that curse that once I imagine something being built, I have to build it."

Mr Cameron and his team have spent the last few days in Guam, docked at the port, re-supplying the ship that has been their home for the last few months.

They arrived straight from Papua New Guinea, where the filmmaker performed a successful 8,200m test-dive. But the ultimate challenge will be to see whether their vessel can plumb the ocean's deepest point.

They will need calm seas to launch and recover the sub - but while in the harbour, a strong wind has blown in, white caps topping the waves.

The team are doing everything they can to make the sub as safe as they possibly can - but the weather is out of their control.

The craft, which is housed on the ship's deck in a large, air-conditioned hangar, is bright green, weighs 11 tonnes and is more than 7m (23ft) long.

Once in the ocean, it flips on its end, and descends vertically through the water column.

The compartment in which Mr Cameron will spend his nine-hour dive is tiny: a thick, metal sphere with an internal diameter of just 109cm (43in). He will be curled up inside, unable to stretch his arms or legs.

The rest of the sub is made from specially designed syntactic foam, similar to the sort of thing a surf board is made from.

It counterbalances the weight of the pilot's compartment, which will have to keep the filmmaker safe from 1,000 atmospheres of pressure.

The submarine has been built and designed by an Australian team of engineers - many of whom have worked on James Cameron's films. And a lot of elements of the craft come straight out of the movie industry.

Australian engineer Ron Allum, who co-designed the sub with Mr Cameron, is an expert at creating rigs that attach hi-tech cameras to submersibles.

But the Deepsea Challenger is the first submersible that he has built from scratch.

It is packed full of 3D cameras and huge lighting systems so that the director can capture the excitement of the voyage all the way to the bottom.

The straps that keep the pilot's sphere attached to the foam have been created by Dianna Bisset, who designs harnesses used in films and stage productions that help actors and dancers to "fly".

Even the life-support system has a theatrical link: its project manager John Garvin spent years playing the lead in the hit musical Buddy.

Mr Cameron fondly describes the 30-strong group as an "extremely talented, rag-bag bunch".

He says: "They have to be the kind of people who don't accept the normal limitations.

"They all have to be a bit 'whacked' to think it is possible to do something that is normally the province of governments or scientific instructions."

The director plans to release a documentary with footage captured on his dives - but he also has science in mind.

The sub, which has been financed by Mr Cameron along with National Geographic and Rolex, is fitted with robotic arms that can bring sediment, rocks and samples of deep-sea flora and fauna back up to the surface.

When he attempts the Mariana dive, a science team, headed up by Doug Bartlett from the Scripps Institute, will be dropping a lander - also kitted out with 3D cameras - which is baited to attract any passing life.

Mr Cameron says: "Every single dive, I'm going to see something no-one's ever seen before.

"I'm going to do my best to image it, light it properly, bring it back in 3D - grab samples if I can, grab rocks if I can.

"We are there to do science, but we are also there to take the average person who only imagines these things and show them what it is really like."

Don Walsh, who made the first and the only manned mission to the Mariana Trench with Swiss oceanographer Jacques Piccard in 1960, has joined the team at sea for the dive.

The former US Navy captain has been bombarded with questions by the crew about his vessel, the bathyscaphe Trieste.

He's happy that 50 years after his dive, someone could finally be about to go back.

He says: "This sub looks a little bit different from the way ours did, but I can see our fingerprints all over, 50 years later here.

"Our legacy of manned exploration was all of the technologies and innovations that we begat."

As the team set off from Guam, friends, family and colleagues wave and cheer until their ship fades into the distance.

If they can get a few days of good weather on their side, the team hopes to first make an unmanned 11km dive with the sub, to check it works properly at this deepest of ocean depths - and then it will be time for James Cameron to enter the craft and take the reins.

He tells the BBC: "I think the apprehension is before you are in the sub. Once I'm in the sub, I'm in the office, open for business.

"Who knows what we might find - every dive will be a revelation. That I can say for sure."

The dive will be a colossal test for this sub.

But given the risks involved, it will also be a huge gamble for Mr Cameron himself.

Christians gather to bid farewell to Egypt's Pope

CAIRO (Reuters) - Christians gathered on Sunday to pay final respects to Pope Shenouda III, who sought to soothe sectarian tension in his four decades atop Egypt's Orthodox Church but saw increasing flareups in the majority Muslim nation in the last months of his life.

Friction has worsened since President Hosni Mubarak, who suppressed Islamists, was ousted last year. Since then Shenouda, who died on Saturday aged 88, often called for harmony and regularly met Muslim and other leaders.

Christians, who comprise about a tenth of Egypt's 80 million people, have long complained of discrimination and in the past year stepped up protests, which included calls for new rules that would make it as easy to build a church as a mosque.

Shenouda had served as the 117th Pope of Alexandria since November 1971, leading the Orthodox community who make up most of Egypt's Christians. His funeral will be held on Tuesday, Egyptian state media reported.

U.S. President Barack Obama offered his condolences and Pope Benedict, leader of the world's Roman Catholics, offered prayers after being informed of his death.

Thousands of Christians queued in Cairo's Abbasiya district overnight and on Sunday morning at the cathedral where Shenouda's body was initially laid in a coffin and later seated on a ceremonial throne wearing gold and red embroidered religious vestments, a golden mitre on his head and holding a gold-topped staff.

He was popular among many of Egypt's Christians even outside the Orthodox Church, as well as among many Muslims. However, some Christian activists said Shenouda should have pushed the state harder to secure more rights for Christians.

In one phrase Shenouda often repeated and which was also cited in newspapers on Sunday, he would say: "Egypt is not a nation we live in, rather it is a nation that lives in us."

The burial is expected to take place at the Wadi el Natrun monastery in the desert northwest of Cairo, where the late pope had requested he be buried.

Shenouda was banished to Wadi el Natrun monastery in 1981 by then-President Anwar Sadat after he criticized the government's handling of an Islamic insurgency in the 1970s and Egypt's 1979 peace treaty with Israel.

Under Mubarak's rule, relations between the government and the Coptic church were generally smooth, with the pope portrayed in state media as a symbol of religious harmony, despite occasional outbreaks of sectarian violence.

RELIGIOUS DIALOGUE

"We will remember Pope Shenouda III as a man of deep faith, a leader of a great faith, and an advocate for unity and reconciliation," the U.S. president said in a statement issued by the White House.

Obama said Shenouda had been committed to national unity and was "a beloved leader of Egypt's Coptic Christians and an advocate for tolerance and religious dialogue."

Shenouda publicly supported Mubarak during his last days and before Mubarak's ouster by a popular uprising on February 2011, a move that drew some criticism from some members of his church who joined the protests that ousted the president.

Some Muslim leaders also backed Mubarak in his last days.

Christians have long complained about rules that put more restrictions on building a church than a mosque and also say they have been discriminated against in the workplace.

Christians have accused hardline Islamists of attacking churches and said the authorities have failed to step in to protect them, although experts say some recent incidents have been fuelled by local grudges as well as sectarian tensions.

Such violence has for years been sparked by disputes ranging from rows over church building to inter-faith romances.

The head of Egypt's ruling military council, Field Marshal Mohamed Hussein Tantawi, granted Christians working in state institutions three days mourning, state media reported.

Bishop Bakhomious, head of the church of Bahaira, a district in the Nile Delta north of Cairo, will temporally hold the post of pope for two months until a new leader is elected.

Egyptian media described the procedure for choosing a new pope as one based on a system of voting by board members of the church's city councils. The council's vote on three preferred candidates, and the final choice is made when a name is picked out of a box by a young child, the media said.

The sun continues its active streak this week, spitting out yet another solar flare from the same region that produced two powerful eruptions this week.?

The sun is continuing its active streak this week, firing off another solar flare late Thursday (March 8) from the same region that produced this week's strong solar storm.

An M6.3-class?solar flare?? a mid-range eruption ? spewed from the surface of the sun last night at 10:53 p.m. EST (0353 GMT March 9), according to an alert from the Space Weather Prediction Center, a joint operation by the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service.

Space weather scientists use five categories ? A, B, C, M and X ? to rank solar flares based on their strength and severity. A-class flares are the weakest types of sun storms, while X-class eruptions are the most powerful.

The M-class solar flare exploded from the same sunspot region, called AR1429, which has been particularly active all week. This dynamic region has already unleashed three strong X-class solar flares. On Tuesday (March 6),?two powerful X-class eruptions?triggered the strongest solar storm in eight years, Bob Rutledge, head of NOAA's Space Weather Forecast Office, told reporters today (March 9).

"When you take overall intensity and length ? how long it persisted ? we're confident in saying by some measures, it was the strongest storm we've seen since November 2004," Rutledge said. "That doesn't mean that between November 2004 and today we haven't had brief periods that were more intense. A fast-moving cloud of solar plasma and charged particles, called a coronal mass ejection, was triggered by the Tuesday X-class eruptions, and this wave of energetic particles hit Earth yesterday. The resulting?geomagnetic storm?was weaker than expected, but solar physicists say there is a potential for conditions to escalate.

"We still have about a 40 percent chance of seeing another X flare," Rutledge said. "We still think it's fairly likely to see one later today, tomorrow or the next day. We're watching this region closely."

A coronal mass ejection from last night's flare is also approaching Earth, and while this one is expected to hit Earth directly on Sunday (March 11), experts at the Space Weather Prediction Center are not anticipating the effects to be very severe.

"[It] could cause storming levels that could reach the G3 (strong) level again, but we don't believe it will have quite the sustained intensity," Rutledge said.
