Russia vote watchdog head detained before election (Reuters)

MOSCOW (Reuters) ? The head of an independent Russian election watchdog was detained for 12 hours at a Moscow airport Saturday as part of attempts to stop it monitoring Sunday's vote for a new parliament, the group's lawyer said.

Golos leader Liliya Shibanova was held by customs officers at Sheremetyevo airport after returning from a trip abroad on the eve of the election, in which Vladimir Putin's United Russia is likely to have its huge parliamentary majority reduced.

The Western-funded group's lawyer, Ramid Akhmetgaliyev, told Reuters the customs officers copied contents of her laptop computer and Golos deputy head Grigory Melkonyants said her laptop had been confiscated.

Hours earlier, the United States had expressed concern about "what appears to be a pattern of harassment" of Golos, which has aired reports of alleged violations in Russian elections.

A Moscow court ruled late Friday that Golos had violated a ban on the publication of opinion poll results within five days of the election to the State Duma lower house.

During the campaign, Prime Minister Putin has accused foreign countries of meddling in the preparations for the election -- and for a March presidential election he is expected to win -- by funding organizations in Russia.

"The pressure on Golos and its leaders (is) an attempt to block their activities involving independent public monitoring of the election," Akhmetgaliyev said.

Akhmetgaliyev said customs authorities had no legal right to examine or copy the contents of Shibanova's computer and had violated her rights by preventing him seeing her during her detention.

"They told me that they had information that I was supposedly bringing some sort of dangerous software across the border," Shibanova told Ekho Moskvy radio.

Akhmetgaliyev also disputed the court decision, which came with a 30,000-rouble ($970) fine. He said Golos had published allegations of campaign violations, not opinion poll results.

U.S. President Barack Obama's administration expressed concern Friday about the court ruling.

"The Obama administration is concerned with today's decision by a Moscow court regarding ... Golos, as well as what appears to be a pattern of harassment directed against this organization," a White House spokesman said in a statement.

Before the court hearing, Moscow city prosecutors said they were investigating Golos over a complaint by lawmakers objecting to its foreign financing and urging it to stop vote monitoring.

Golos, a non-profit organization founded in 2000, has a hotline for electoral violation allegations and an interactive map showing reported violations.

It openly says its funding comes entirely from Europe and the United States and that this helps it remain objective.

PUTIN CRITICISES WESTERN MEDDLING

During his 2000-2008 presidency, Putin repeatedly accused the West of seeking to weaken Russia and of meddling in its affairs, including by funding non-governmental organizations meant to strengthen democracy.

Formally launching his bid to return to the Kremlin next year by accepting United Russia's nomination at a party congress last Sunday, Putin reiterated these accusations last month.

He said "representatives of some foreign countries are gathering those they are paying money to, so-called grant recipients, to instruct them and assign work in order to influence the election campaign themselves."

He said any such activity was a "wasted effort" because Russians would reject foreign-funded politicians, comparing them to Judas, the traitor of Jesus in the bible.

Critics in Russia and the West accuse Putin of curtailing democracy through a series of electoral reforms during his presidency, which coincided with an oil-fueled economic boom.

His announcement of plans to swap jobs with President Dmitry Medevedev upset some Russians who saw it as a back-room deal agreed with no regard for voters. Putin, 59, could be in power until 2024 if he wins the maximum two more terms as president.

United Russia, which has dominated the Duma since 2003, is expected to retain a clear majority in the chamber though the two-thirds that allow it to pass constitutional changes without opposition support may prove out of reach.

Many voters say they expect the party's result to be boosted by vote rigging and favorable coverage by traditional media. A liberal party led by former Prime Minister Mikhail Kasyanov and two allies is barred from even taking part.

The biggest gainers could be the Communist Party, which is likely to remain the second biggest force 20 years after the fall of the Soviet Union. Vladimir Zhirinovsky's nationalist LDPR also hopes to gain votes from United Russia.

Official: Green Zone bombing was targeting Iraq PM

BAGHDAD (AP) ? An explosion earlier this week in the Green Zone, a protected area in the center of the Iraqi capital, was an assassination attempt against the Iraqi prime minister, an Iraqi spokesman said.

That assailants were able to get a bomb inside what is supposed to be the most heavily fortified area in the country raises serious doubts about the abilities of Iraq's security forces at a crucial time when American troops are leaving the country.

The Baghdad military spokesman, Qassim al-Moussawi, said an attacker was able to get a vehicle carrying about 44 pounds (20 kilograms) of explosives into the Green Zone and then tried to join a convoy of other vehicles going into the parliament grounds.

But at a checkpoint leading into the parliament compound, guards prevented the driver from going any farther because he did not have proper authorization. The driver then drove to the parking lot just opposite the parliament entrance where many lawmakers or their staff park, and the vehicle exploded seconds later.

At the time, officials had said they did not know if the explosion was the result of rocket or mortar fire into the Green Zone, whether a bomber managed to get inside or whether a bomb had been attached to a vehicle that then drove into the Green Zone.

Al-Moussawi said the new information was based on confessions from members of a terrorist group. They revealed that the bomb was supposed to go off when Prime Minister Nouri al-Maliki visited the parliament during an upcoming session, he said. But al-Moussawi declined to give further details.

He added that security officials already had information leading them to believe that al-Maliki might be targeted during his parliament trip. Al-Maliki was expected to address the legislative body soon but no date had been set.

A security official with knowledge of the investigation said police found a charred body near the mangled vehicle and were still trying to determine the identity of the person through DNA tests. The official said no one had come forward to claim the body, and it was not clear whether it was an innocent bystander or a suicide bomber.

Al-Maliki was in his office in another area of the Green Zone when the bomb went off, the official said, speaking on condition of anonymity because he was not authorized to talk to journalists.

No one else was killed in the blast, though two people were wounded.

The vast area in central Baghdad dubbed the Green Zone is the most protected area in Iraq and houses the U.S. Embassy, the Iraqi parliament and the homes of many Iraqi government officials. People going into the area must go through a checkpoint and show identification. Guards check for bombs or use dogs to search for explosives.

Inside the Green Zone there are often more checkpoints to access certain areas, including the parliament.

ATLANTA ? Herman Cain is keeping supporters in suspense as he readies an announcement on whether to abandon his campaign for the Republican presidential nomination following a string of sexual harassment allegations and a claim of an extramarital affair.

The Georgia businessman planned to make the announcement Saturday at what was supposed to be a festive grand opening of a new headquarters in Atlanta, rented when Cain sat surprisingly atop the GOP pack.

With the candidate's poll numbers plummeting and fundraising stalled, some campaign aides said privately they expected him to exit the race. But Cain spokesman J.D. Gordon cautioned late Friday that no decision had been made.

A meeting with key staff members was expected early Saturday.

Cain returned to his suburban Atlanta home Friday and met with his wife, Gloria, the first time they have seen each other face to face since 46-year-old Ginger White came forward on Monday and said she and the Republican had carried on a 13-year relationship.

Cain has denied having an affair with White. He said the concern over the toll the allegations were having on his family as well as a candid assessment of whether his campaign could still attract the needed support would inform his decision on whether to press ahead.

On Friday night, even as Cain weighed whether his campaign would move on, volunteers were busy tacking up signs at his headquarters and a contingent of Secret Service agents was inspecting the site in advance of Cain's arrival there.

"We are moving ahead," said Cain's Georgia director David McCleary, who said he had talked to the candidate earlier in the day and describe him as "upbeat."

Cain, the former Godfather's Pizza chief executive who has never held elected office, rose to become an unexpected front-runner in the volatile Republican race just weeks ago. A self-styled outsider, Cain enjoyed strong tea party support from conservatives who viewed him as an alternative to Mitt Romney. His charisma on the campaign trail drew large and enthusiastic crowds.

But under the glare of the national spotlight he fumbled policy questions, leaving questions about whether he was ready for the presidency. Then it was revealed at the end of October that the National Restaurant Association had paid settlements to two women who claimed Cain sexually harassed them while he was president of the organization.

A third woman told The Associated Press that Cain made inappropriate sexual advances but that she didn't file a complaint. A fourth woman also stepped forward to accuse Cain of groping her in a car in 1997.

Cain has denied wrongdoing in all cases.

Polls suggest his popularity has suffered. A Des Moines Register poll released Friday showed Cain's support plunging, with backing from 8 percent of Republican caucusgoers in Iowa, down from 23 percent a month ago.

Fundraising has also fallen off. He issued an email appeal to supporters on Friday asking for donations, in an attempt to gauge whether his financial support has dried up.

"I need to know that you are behind me 100 percent," Cain told backers. "In today's political environment, the only way we can gauge true support is by the willingness of our supporters to invest in this effort."

On Friday, Cain urged backers in South Carolina to look past the allegations.

"There's a lot of garbage on the Internet. There's a lot of garbage out there on the TV. There's a lot of garbage out there about me, don't you know? There's a lot of misinformation out there. You have to stay informed and check out the facts for yourself," Cain said.

He added: "I'm on this journey for a reason. I don't look back."

Independent Russian election watchdog faces probe (AP)

MOSCOW ? Russian prosecutors on Thursday launched a probe against the country's main independent election watchdog on suspicion of election law violations ? just three days before the national parliamentary vote.

Golos is a respected watchdog that provides training for election observers and runs a website compiling complaints of voting violations. It has recorded more than 4,500 complaints related to Sunday's election, most involving the dominant United Russia party.

The Moscow Prosecutor's Office said in a statement that it opened the probe after discovering "serious violations of election law."

Golos official Andrei Buzin told The Associated Press the group has been accused of publishing opinion polls after the legal deadline. Russian law prohibits disseminating poll results for five days prior to an election.

He described the authorities' move as the "usual trick to get us distracted from our work at the most inconvenient time."

"They might as well have accused us of murder and suspended our activities while they're investigating," Buzin said.

On Sunday, Prime Minister Vladimir Putin ? running to return to the presidency next year ? alleged that unspecified Western countries aimed to influence the election.

"We know that ... representatives of some countries meet with those whom they pay money, the so-called grant recipients, give them instructions and guidance for what 'work' they need to do to influence the election campaign in our country," Putin said. "That's a wasted effort, like throwing money to the winds."

Golos' executive director, Lilya Shibanova, said the organization is "financed exclusively by European and American international funds."

Golos and its finances came under fire last week when a television crew from the state-controlled NTV channel barged into its offices and kept asking staff members if they worked for the CIA.

Prosecutors' documents sent to Golos and seen by the AP claim that prosecutors also found "indications" that Golos is "abusing the freedom of the press by falsifying publicly important data, and spreading rumors under the disguise of reliable facts in an attempt to blacken the party and some of its members." The documents do not name the party.

The prosecutors also issued a warning to Shibanova to refrain from "continuing to conduct illegal activities."

Pavel Chikov, an attorney for Golos, said he considers the prosecutors' demands illegal.

"This is a gross interference into the NGO's activities," he said in a statement. "The prosecutors' actions are clearly politically motivated."

Prosecutors said in their statement that they launched the probe in response to a plea from three Duma deputies who asked Golos to be investigated for possible breach of election laws. One is from United Russia and the other two from smaller parties that generally back the government.

Obama road trip: from payroll tax to campaign cash (AP)

WASHINGTON ? One trip, two money pitches. President Barack Obama wants more money in the pockets of U.S. workers ? and in his campaign treasury.

With both goals in mind, the president was to travel Wednesday to swing-state Pennsylvania to press his case for a bigger temporary payroll tax cut that will boost paychecks. He then will descend on donor-rich New York City to raise money for his already flush re-election bid.

The one-day trip to Scranton, Pa., and New York illustrates the dual policy and political demands on Obama as the 2012 campaign season nears. It also draws attention to the different audiences that politicians must court, particularly in a weak economy.

Obama is pushing Congress to extend and expand this year's payroll tax cut, a move designed to increase consumer demand and boost the economy. If Congress does not act by year's end, the full payroll tax of 6.2 percent would be restored, increasing taxes on 160 million Americans.

To make Obama's case, the Treasury Department on Wednesday released a report listing state-by-state estimates of how many taxpayers received tax breaks under this year's 2 percentage point reduction in the payroll tax. For example, the report states that 6.7 million Pennsylvanians will have received $4.7 billion in tax cuts this year. The figures reflect state populations, with California at the top with 16.7 million workers getting $12.6 billion in tax cuts; Wyoming finished the list with 300,000 workers getting $200 million in tax breaks.

As the deadline approaches, bipartisan political support is building for at least continuing the tax cut ? heading off a politically bruising tax hike. But Obama wants the cost of the payroll tax cut to be made up by an increase in taxes on taxpayers who earn more than $1 million, a trade-off that Republicans reject.

White House adviser David Plouffe on Wednesday described Obama's plan as "a tax cut for 160 million Americans paid for by asking a little over 300,000 millionaires to pay a little bit more."

Appearing on NBC's "Today," Plouffe said: "If we don't extend this working tax, every American would see their taxes go up. In this economy we can't afford it."

In selecting Scranton to make his appeal, Obama is venturing into the birthplace of Vice President Joe Biden and Sen. Bob Casey, the Pennsylvania Democrat who is the author of the payroll tax cut plan in the Senate.

The White House said Obama would meet with a Scranton family in their home before delivering a speech at Scranton High School.

Obama won Pennsylvania with 54 percent of the vote in 2008, but the state of the economy could put it in play in 2012. Its proximity to Washington and its political importance have made it a favorite stopping place for Obama and Biden. The trip comes as Obama steps up his re-election campaign, rolling out two ads that call on supporters to begin to mobilize.

White House spokesman Jay Carney, while conceding that the re-election effort is under way, played down politics as a factor in Obama's Scranton visit.

"It's part of his responsibility, serving the American people, to get out and be among them and to speak with them about his agenda or her agenda," he said.

In New York, Obama will attend three fundraisers: one at a private residence where tickets begin at $10,000; one at the Greenwich Village restaurant Gotham Bar and Grill at $35,800 per ticket; and a reception at the Sheraton Hotel, where tickets begin at $1,000. The money will be split between the Democratic National Committee and the Obama re-election campaign.

Obama also is scheduled to attend a reception celebrating progress on gay rights and the six-month anniversary of New York's approval of gay marriage. Obama has been supportive of gay and lesbian causes but has yet to declare his support for gay marriage.
